Control Measures

Roles of the Department of Industrial Works

The Department of Industrial Works has established plans and policies as well as measures to control ODS phaseout in the country. These plans and policies include

•  Control ODSs as Hazardous Substance Schedule 3 under the Hazardous Substance Act B.E. 2535.

•  Control ODSs quantity and phaseout duration as set by the Montreal Protocol such as

•  Ban the utilization of CFC-11 and CFC-12 in producing new products (Expected to become mandatory in 2005) and in maintaining existing equipments and accessories by 2010

•  Freeze the import level of CFCs ( CFC-11, CFC-12, CFC-113, CFC-114, CFC-115 ) since 1999 onward at the average 1995-1997 consumption, 50% reduction of the freeze level by 2005, another 85% reduction by 2007, and a total phaseout of CFCs import by 2010.

•  Freeze the import level of Halons (Halon 1201 and 1301) in 2002 onward at the average 1995-1997 consumption, 50% reduction of the freeze level by 2004, and a total phaseout of Halons import, except for essential uses, in 2010.

•  Freeze the import level of Methyl Chloroform in 2003 at the average 1998-2000 consumption, and a total phaseout of Methyl Chloroform import by 2010.

•  Control the import level of Carbon Tetrachloride in 2005 onward at the 85% reduction of the average 1995-1997 consumption level, and a total phaseout by 2010

•  Freeze the import level of Methyl Bromide in 2002 onward at the average 1995-1997 consumption level by 2002, 20% reduction of the freeze level by 2005, and a total phaseout by 2013.

•  Control import level of HCFC in 2016 onwards until total phaseout in 2039.
