Roles of Thailand


Thailand's roles as a Party to the Vienna Convention and the Montreal Protocol

Thailand , by the Department of Industrial Works (DIW), Ministry of Industry officially participated into the Vienna Convention and the Montreal Protocol on 7 July 1989 , which entered into force on 5 October 1989 , with following objectives:

•  To be responsible for and coordinate with other nations in protecting the Earth's environment.

•  To avoid the deficiency of ODSs which are the controlled substances under the Montreal Protocol. Thailand doesn't produce any type of ODSs, therefore, to meet the domestic need, the country has to import all from the Parties.

•  To protect Thai products which are contained or produced with ODSs.

•  To assist Thai industries to be ready for the phase-out of ODS by requesting technical and financial assistance from the Montreal Protocol. This is also an opportunity for improving their equipments and enhancing their competitiveness in the world market.

To comply with obligations under the Montreal Protocol, the Department of Industrial Works has established measures and procedures as follows;

•  Control ODSs as Hazardous Substance Schedule 3 under the Hazardous Substance Act B.E. 2535.

•  Support the use of alternatives by employing taxation measure.

•  Coordinate with international agencies on transferring alternative technologies to Thailand 's industrial sector.

•  Establish ODSs projects eligible to receive financial and technical assistances from the Multilateral Fund through international agencies i.e. the World Bank, the United Nations Development Programme (UNDP) and forward these assistances to enterprises in each industry for converting their equipments as well as for setting up training, seminar and public awareness etc.

•  Coordinate with international agencies and organizations on implementation to the Montreal Protocol by focusing on the country's benefits as major concerns.

•  Promote ODS related programmes and information to people through media and public relation activities.

•  Define ODS phaseout guidelines for industrial sector such as encourage the use of refrigerant storage and recovery in MAC shops for minimizing the release of ODS to the ozone layer etc.
