Chiller
Thailand is the first country that has been endorsed a Concessional Loan (4.975 Million US dollars) by the Multilateral Fund and the Global Environment Facility to implement the Pilot Project of Building Chiller Replacement Program, Phase I of which is targeted to replace 24 CFC chillers. In accordance with Thailand’s commitment to the Montreal Protocol, this project aims to reduce the demand of CFC in Chiller servicing sector as well as to store and recover CFC for re-use in remaining CFC chillers until their expiration, in preparation of CFC shortage in the near future.
A survey conducted by the Department of Industrial Works in 1999 found that 1,400 CFC-11 and CFC-12 chillers installed before 1993, which have the cooling capacity at average 400-500 tonnes of refrigeration and have been used for 8 years at average, comparing with the chiller’s lifetime of 25 years, there are thus 17 years remaining. The leakage rate of these CFC chillers is approximately 10% annually and their power consumption is in a range of 0.8-1.0 Kilo watts per refrigerated ton, however, due to the development of chillers efficiency, this range has been reduced to 0.5-0.6 Kilo watts per refrigerated ton by using other refrigerants instead of CFC.
Since this is the Concessional loan, the owners of CFC chillers return the money to the Funds by using the margin of electricity cost obtained from CFC chiller replacement. However, the money returned depends on the actual efficiency of the chiller to replace, if this chiller is not efficient due to its unsuitable technology against climatic conditions of the country, the amount of return can be reduced.
After the completion of phase I of this project, there are totally 17 beneficiaries.

This Key Performance Index (KPI) of the project suggested that Thailand is able to reduce more CFC consumption than expected amount at 18.19 Metric tonnes, when comparing with the 17-year remaining lifetimes. The energy saving from this project is 87.86% of KPI, while the number of beneficiaries is 85%. |
